RESOURCE MANAGEMENT

Resource department helps in identifying/mobilizing the right resources such as   Manpower (Labor & Staff) as well as Plant & Machinery (P&M) required for the timely completion of Electrical, Civil and Infrastructure projects undertaken in GCC countries.

The department acts as a resource center to support project sites with databank on workmen / staff skill inventories including subcontractors, service providers and hirers for various types of works. Moreover, it optimizes productivity by maintaining a balance between demand and supply of resources (Labor, Staff and Plant & Machinery) between various operational units

While mobilizing the workforce, the department takes care and ensures that we adhere to the nationality deployment guidelines prevailing in different parts of the GCC counties. L&T’s workforce of 10,000 workmen comprises a mix of multinationals mainly from the Asian sub-continent with 70% skilled recruits from India and balance 30% from other neighbouring countries like Nepal, Bangladesh, Srilanka, Pakistan, and Oman etc.  To meet the short term Peak requirements, augmentation is done by hiring of Korean, Egyptian nationals available locally.

The department also ensures assessing workmen skills and skills enhancement of the departmental labour and subcontractor workmen by organizing different trainings programmes

Management of visa is yet another important function of the department.  It firms up the visa block requirements for manpower recruitments by working in close coordination with various business units including administration department for obtaining visas on time as well as renewal or cancellation of the same.

PLANT & MACHINERY

Plant & Machinery department in Gulf region, has fleet of Construction Equipment worth around USD 35 Million and numbering more than 700 equipment.

The fleet comprises of a wide range of sophisticated and specialized equipment for achieving speed, quality and cost-effective construction.

The asset base includes Tower Cranes, Passenger hoists, Mobile Cranes, Heavy Earthmovers, Telehandlers, Concrete Pumps, Boom Placers, Compressors, Power Generators, Welding machines and huge fleet of transport vehicles.

P&M department in Gulf offers ‘Total Equipment Management Services’ which include identification, evalution, selection, mobilization, commissioning, operation & maintenance of plant and machinery at sites in GCC region. It focuses on optimum and effective utilization of equipment, high equipment availability, technical support and offers alternative solutions to control operating & maintenance costs through data driven practices and Quality policies for ensuring customer (operating Business Unit) satisfaction. The procedures and performance monitoring practices has been accredited with ISO9001: 2008 certification by Bureau Veritas.

MATERIALS MANAGEMENT

Procurement department at Sharjah manages procurement services in various countries viz. Oman, UAE, Qatar etc.. through the procurement offices located in each country. Procurement department at Sharjah handles procurement of capital items and procurement for all projects. It also handles high value purchases, Rate Contracts, system development & implementation and lays down procurement policies and systems to ensure compliance. One of the key functions is to network with major suppliers supporting the business operations in multiple countries to leverage the volumes and nurture the relations. The Department also identifies alternative sources of supply and assists the Business Units in pre-tender tie-ups. It takes care of the Training and Developmental needs of its entire staff. Procurement Department in each country takes care of material requirement of all the projects in their respective country including finalization of Rate Contracts, management of logistics, central stores and disposal of scrap / obsolete items.

All the procurement operations from country offices and sites are linked with a state-of-the-art EIP system, developed in-house. The entire Materials management functions right from indents for materials required till disposals, including e-auctions, executive reports etc. are organized through EIP.

Quality Management

We strongly believe that continuous improvement in quality of our products and services benefits the customer and the organization.  Our employees are made aware  of the precept that “Quality is not a target, but a journey towards excellence”.

Our QMS is certified to ISO 9001: 2008 by Bureau Veritas Certification – UAE, which extends to HSE, Quality, Engineering, Procurement, Tendering, Operations, HR, P&M, Resource departments including Project execution of Power Transmission & Distribution (PT&D) and Building & Urban Infra structure (B&UI) sectors projects. The Project Quality Plan (PQP) which we follow in project execution is a highly integrated, more user-friendly and a very efficient operational system.

In addition to the above periodical internal, external audits/surveillance programmes are conducted to ensure compliance with established standards and practices. Management review meetings coupled with customer satisfaction reports ensure regular monitoring and make QMS live and effective.    

An exclusive QMS organization reporting to top level (Head operating company) is established for development, implementation, monitoring and improvement of quality management system. In addition, trained QMS internal auditors are appointed for conducting scheduled audits. 

Plans are afoot for up gradation of QMS to Integrated Management System (IMS) to delight our customers. 

 “Quality Week/Month” celebrations are conducted during the month of November every year with a view to enhance the awareness and motivate the staff & workmen for improving the quality standards at projects.   “Annual Quality Trophies” are presented to select projects implemented with high quality standards and team leaders are suitably rewarded during New Year Eve in appreciation and recognition of their achievements.
